You need a lift and lockers but it's do-able. Good possibility of damage as there are some fairly tight trees/rocks along the way. I've been that way a few time though - definitely do-able. In terms of getting around the gate - there's access within 100m. Look hard and you'll find it :)
I'd be mighty surprised if you could hear Langford from Vic. The distance is really dependent on terrain. In the trees you're lucky to get a few km - I imagine it would be the same with cities.
Ah you must have gotten a real bastard of an inspector, either that or your wheels are about to fall off and you have zero brakes. 4 of your 6 issues are easy though.. horn - go to canadian tire and buy a 12v horn for $10 (or wire a momentary switch to your existing horn, assuming a wiring issue). Brake pads and ball joints are fairly cheap and you should really do those things anyway - balljoint failure is something you want to stay away from. Probably only a hundred bucks or so for parts if you go cheapo, and a few hours work. Tires are obvious - just find someone with stockers and trade for the day. Windshield is a pain since presumably you can't insure it to get a new one on deductable. Not sure how much the inspections cost but I would try a different shop and see if you can get some leeway. Come up Island, you'll probably have better luck than in Victoria.
What specifically are the issues you're facing? The shops that pass illegal vehicles take a big risk in doing so, and generally ask for some cash in return. Given that you have a fairly stock looking truck it will probably end up being cheaper to just fix it. If it's just a matter of extending your tailpipe or something you can probably find someone to weld one on for a case of beer. There are lots of people on here that I'm sure would help you out.
