I've been in there a few times. The easiest access I know of is in behind Serious Coffee in Mill Bay. Take Deloume Rd down to the end and then see if you can find entry :) May not be suitable for a larger vehicle though, and there's a lot of new construction in that area so they're closing stuff off all the time.
There are other ways in as well. I know there's a little goat trail off Shawnigan lake rd that will bring you up there, but again it's a fairly tight squeeze.
Yea CT has some good deals. Their regular prices are just meh, but give it some time and you'll often see killer prices come up. I bought a full socket set with all the different sockets and wrenches you would ever need for like $60, regular ~$250
For bigger stuff, I've had success buying from the US and shipping to Seawings in Victoria (http://www.seawings.ca/). Basically they have a US address just across the border, so you can take advantage of free US shipping that many parts places offer, and then pay Seawings a fairly reasonable rate to get it across the border for you.
Beyond that, find a local distributor. For suspension/gearing/etc you can try Westshore spring in Colwood.
